Wasco County Inmate Visitation
NORCOR uses Telmate tablet video visitation. Local visits use video tablets in the NORCOR Administration lobby, while remote visits can be scheduled from a home computer or Android device through GettingOut. Visitors need a Telmate login, and the adult in custody must confirm visits for them to occur. Free minutes require the visitor to choose that the adult in custody pays so the free time can apply.

NORCOR personal mail is digital through TextBehind. The personal mail format is NORCOR, Oregon, the AIC full name and AIC file number, PO Box 247, Phoenix, MD 21131. Sender first and last name plus return address are required. The file number on the envelope must match the file number in the review queue. Direct facility mail at 201 Webber Street is limited to legal or confidential mail, approved periodicals, pamphlets, newspapers, and publisher-direct paperback books or magazines under NORCOR rules.

Wasco County Inmate Money Phone
Deposits can be made online at gettingout.com, by phone with ViaPath or Telmate at 1-866-516-0115, by money order through mail, or at the NORCOR lobby kiosk. Deposits may be for commissary or trust, prepaid communication, or bail. Bail cannot be deposited online or through the app. Bail is handled by a ViaPath representative by phone or at the lobby kiosk. Regular commissary order deadlines are Sunday at 10:30 p.m. for Tuesday delivery and Wednesday at 10:30 p.m. for Friday delivery.

AIC telephones operate 8:00 a.m. to 10:00 p.m. daily unless disabled for safety or behavior reasons. Calls are collect through Telmate, and phones cannot receive incoming calls. Messages can be left through Telmate at 866-516-0115. Legal counsel calls are not recorded or monitored, but other calls may be monitored or recorded.

Wasco County Inmate Record Requests
The Wasco County Sheriff's Office handles law-enforcement records requests, not NORCOR inmate communication accounts or Circuit Court criminal case files. Written public records requests must be submitted to the Sheriff's Records Division by email, fax, hand delivery, or mail. Questions go to the Records Division at 541-506-2580. Wasco County inmate records may therefore require more than one office. NORCOR answers current custody and bail questions. The Circuit Court records office handles filed criminal case records and docket events. The Sheriff's Office handles law-enforcement public records. VISOR and Oregon DOC cover statewide custody or supervision status.
The sheriff's office also has county law enforcement duties that can touch a custody search, including patrol, criminal investigations, civil process, records, 911 communications, community corrections, and emergency management. Those duties do not make the sheriff's page a live jail roster, but they explain why arrest reports and incident records may be held outside NORCOR. Active investigations, juvenile matters, sealed records, protected personal data, and records held by another agency may be withheld, redacted, or routed to the correct custodian.
